|Call for expression of interest – icddr,b consultants|
The Human Resources of icddr,b is seeking expressions of interest (EOIs) from qualified individuals to conduct the assignments explained in the ToR. The full terms of reference (ToR) for the evaluation will be provided to those shortlisted for the assignment.
Background and purpose
Bangladesh National Health Accounts (BNHA 1997-2015) shows that the share of households’ out-of-pocket (OOP) payments for healthcare has gone up from 63% in 2012 to 67% in 2015. This increasing OOP spending for healthcare has catastrophic impact on the poor. To protect the poor from this financial burden; the Shasthyo Surokhsha Karmasuchi (SSK) has been piloted by the Health Economics Unit (HEU) of the Ministry of Health and Family Welfare (MOHFW) in selected upazilas of Tangail district since 2016. The following objectives were set by the HEU/MOHFW for the pilot phase of the scheme (SSK cell 2016)
However, it is not yet clear how far the SSK scheme is successful in reducing the OOP payments among the poor, increasing their access to hospital in-patient services, and maintaining the defined standards of treatment. The Health Economics and Financing operational plan (2017-22) of MOHFW is expected to scale-up the SSK scheme in additional 10 sub-districts, therefore, a comprehensive evaluation of the SSK scheme in terms of supply-side inputs, process, outputs and outcome along with assessment of demand-side factors (i.e. knowledge about SSK, utilization, satisfaction, and OOP payment) is required to inform the policymaking body for future modalities before scale-up. Evidence generated through this evaluation will be useful in fine-tuning the scheme in the scale-up phase and understanding SSK’s impact on the target population.
Timetable and travel requirements
The consultancy should take place for 13 days in the period June 2019 – February 2020 with the final report delivered by 16 February 2020. The consultancy is expected to start from 16 June 2019 at icddr,b, Mohakhali, Dhaka-1216. The consultant is expected to join the initial planning week in which further elaborated and concrete plan of actions developed. The draft report is expected to be submitted by 15 February 2020.

icddr,b is presently seeking one senior expert with significant research and professional experience in the public health systems, and competence and expertise in one or more of the following areas:
The consultant should not have been involved in the design or implementation of icddr,b work concerned, and will be required to sign a conflict of interest declaration. Female candidates are strongly encouraged to apply.
