Brief Description of the project:

For decades, as part of our ‘social contract’ with the communities with whom we work, we have provided high-quality clinical care through our hospitals in Dhaka, Matlab and Teknaf. Dhaka Hospital was established by icddr,b in 1962 primarily to meet the urgent need to treat patients, particularly children, with severe diarrhoeal disease. It has since grown into a nationally important centre treating more than 200,000 patients a year. It acts as a beacon illustrating what can be achieved by a hospital facility even within a developing world setting. Dhaka Hospital provides an infrastructure for a wide range of clinical research projects. It also plays a critical role in areas such as disease surveillance, monitoring for antimicrobial resistance and clinical training. Dhaka Hospital offers a full range of services, particularly for diarrhoeal and respiratory disease, with infants and children representing a high proportion of patients. It delivers outstanding care, making contribution in saving an estimated 40,000 lives that might otherwise be lost every year.

Position description:

The Head, Hospitals reporting to the Head, Clinical & Diagnostic Services under Office of Executive Director Division, is a strategic high-level executive position. The position will be responsible for overall leadership management, and technical direction including planning, monitoring and enhancing clinical practices and adherence to highest quality standards across units in the hospital; facilitating clinical research activities; and developing capabilities of junior doctors with the objective of providing effective and quality health care to patients across all hospital units within the guidelines of the hospital and organizational values and guidelines.

The specific areas of responsibilities are detailed below:

Strategy Development 

  1. Provides vision and strategic leadership to the team and key partners;
  2. Responsible for technical leadership and administrative oversight of the Hospitals;
  3. Leads efforts to document lessons, showcase successes and ensure appropriate branding/visibility of the Hospitals and icddr,b;
  4. Derive implications related to clinical effectiveness across hospital units; Identify focus areas for improvement in collaboration with Clinical Leads;
  5. Formulate implementation plan for building capacity and implementing clinical guidelines uniformly across hospital units.

Clinical Diagnosis, Monitoring and Review 

  1. Provide thought leadership and clinical advice for accurate clinical diagnosis;
  2. Collaborate with Clinical Leads to guide junior doctors in administering clinical treatment;
  3. Monitor standardization and uniform implementation of clinical procedures and activities across hospital units;
  4. Track metrics and quality indicators captured on Hospital software (e.g. mortality rate, critical incidents) regularly; Identify trends and troubleshoot escalated issues / queries / emergencies; Guide staff to reduce avoidable critical incidents and mortality rate;
  5. Keep abreast with latest clinical practices and seek opportunities for implementation;
  6. Organize knowledge sharing sessions on a case-to-case basis; Facilitate cross-unit learning by engaging staff in morning clinical sessions, presentations and case studies in order to provide effective clinical services to patients in hospital.

Clinical Audit and Compliance 

  1. Review and improve existing clinical guidelines and SOPs in clinical diagnostics and management;
  2. Incorporate new procedures in clinical audits and provide inputs on areas of improvement;
  3. Review the audit reports and identify non-compliances; Devise corrective action and guide team to implement it;
  4. Chair the clinical audit committee and conduct monthly review of all death cases; Provide inputs to team to reduce mortality rate.

Driving Synergy with Research 

  1. Seek opportunities for conducting research activities related to hospital and patients; Act as an interface between research and hospital teams;
  2. Guide team to set parameters to shortlist patients for particular research; Counsel and provide rational justification to seek necessary consent from patients / attendants; Train the team, working with the research patients, on clinical protocols;
  3. Direct team members to follow ethical research procedures as approved by the ERC.

Capacity Building of Senior Clinical Fellows & Medical Officers

  1. Track progress, teach and guide senior fellows / medical officers in strengthening clinical acumen; Provide resources for knowledge enhancement (e.g. books, journals, time)
  2. Deliver training and facilitate workshops on clinical subjects; Guide and advise junior doctors through experiential teaching in order to develop talent and build capacity for hospital.

Relief Missions and Experience Sharing

  1. Lead or participate in relief missions to disaster-struck regions inside and out of the country
  2. Train doctors, nurses, other medical staff, and volunteers on how to train others on diarrheal diseases and their treatments;
  3. Share experiences about relief missions at international platforms in order to support global humanitarian efforts and increase icddr,b's breadth of services.

Change Management

  1. Develop change management plan for modifications in clinical and patient care management;
  2. Guide and allocate responsibilities to team to implement changes and institutionalize practices in order to effectively implement and institutionalize new initiatives and improvements in the hospital.

People Management

  1. Promote a spirit of collegiality and gender diversity amongst team members and in the organisation;
  2. Set goals and conduct appraisals for the team; Set high standards and confront poor performance where needed; Identify and reward high performers; Recommend promotions;
  3. Mentor young professionals and prepare them for higher responsibilities;

Key outcomes 

  • Effective hospital management in liaison with stakeholders ensuring quality controls, accountability, and compliance within the governance framework and icddr,b policy and procedure for hospital management.
  • Effective risk management including proactively identifying any risks, issues, and capacity gaps and effectively manage them or seek support for solutions.
  • Successful representation of icddr,b and the hospital’s best interests to government officials, other partners and Donors.
  • Effective people management ensuring highly skilled staff are recruited, properly inducted, empowered to provide leadership and decision-making within a team setting, and effectively managed to perform to a high standard and meeting their objectives.

Required qualification and experience:

Education:

The candidate shall have at a minimum MBBS. Medical graduates (MBBS) with MPH and/or MPhil and/or MBA (Hospital administration) will be given preference.

Experience:

  • Minimum 10 years’ state-of-the-art experience as senior management staff preferably in a hospital and/ or urban healthcare set up.
  • Experience in hospital management and administration, financial management, clinical regulatory compliance and donor management and tracking activity performance and costs.
  • Strong management and communication skills, strategic vision, leadership qualities, professional reputation, ability to create synergies where applicable, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the activity description.
  • Professional level of oral and written fluency in the English language with strong writing and communication skills and basic computer know how.

Location: Dhaka, Hospital but will need to travel to other clinical service facilities of icddr,b within the country.

Contract Type and duration:

  • Fixed term basis for 2 Years with a possibility of extension subject to availability of fund and performance.

Salary & benefits:

  • Annual 40,62,910 inclusive of house rent and conveyance allowances;
  • 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance, and subsidized canteen. Transport and daycare facilities are subject to space availability.
